The government's ruling party plans to stabilize state affairs through consultations with the power of the people while Prime Minister Han Deok-soo leads the administration.

There are various opinions, including the responsible prime minister system, but there are many things to decide not only the legal basis but also the responsibility for the martial law crisis.

The key to the joint public statement announced by Prime Minister Han Deok-soo and People's Power Representative Han Dong-hoon is that they will take care of state affairs on behalf of the president, covering people's livelihoods and diplomacy.

[Han Deok-soo / Prime Minister: It is a big and important task to maintain strong security cooperation between South Korea, the U.S. and Japan while maintaining the ROK-U.S. alliance]

[Han Dong-hoon / Representative of the People's Power: Through constant communication, we will discuss urgent pending issues in state administration, including economy, diplomacy and national defense, and come up with countermeasures.]

He explained that he would meet at least once a week and hold meetings on a regular basis, but criticism came out immediately.

In a situation where the president's duties have not been legally suspended, moreover, what authority the ruling party leader has to govern with the prime minister.

The Prime Minister's Office issued an explanatory document and explained that it meant a meeting between the party and the government, not a meeting between Han Deok-soo and Han Dong-hoon.

In the midst of this, the responsible prime minister system is being discussed, but it is only a political term and it is not in the Constitution.

It is unclear how the president will act as commander-in-chief, head of state, and head of the executive branch.

It is also unclear whether a cabinet meeting convened by the president will be held under the leadership of the prime minister to vote on major policies.

There's another problem.

The Democratic Party of Korea has decided to file a complaint with the National Investigation Headquarters against Prime Minister Han Deok-soo on charges of rebellion.

[Hwang Jung-ah / Minjoo Party spokesman] Prime Minister Han Deok-soo is the subject of an investigation into the civil war. Under the martial law, martial law is supposed to be invoked after serving as the prime minister.]

The Democratic Party of Korea also plans to push for the impeachment of Prime Minister Han, so the Han Deok-soo-Han Dong-hoon two-top system is likely to falter greatly from the beginning, contrary to the expectations of the government and the ruling party.
